I recently had some questions in regards to the paving that was completed at the high school.  I have linked the proposals that were voted on at the August 14, 2018 board meeting. The areas that were approved to be repaved are pictured in the proposals as areas A and B.   These were completed as approved in August. Area C, as designated in the proposal, or the high school parking lot area, has yet to be completed and has not been presented to the board.  At this time, there is no money in the budget to complete this task. To repair area C (high school parking lot), just the loop or driveway that circles the parking lot, would be an estimated $25,000.  This does not include where the parking spaces are located. We will cold patch, as best we can the rough areas, but the cold patch is just a quick fix. Tallmadge Asphalt recommended, because of our limited budget, resurfacing the areas that are driven on the most and cold patching the parking areas. This is due to the fact that people only park there, as opposed to being heavily traveled driveways or passageways. To get an idea of the total cost to fix and pave the entire district, I have linked an assessment completed in 2017 by IAP Government Services Group  (http://iap-gsg.com). This was a free district assessment of our paved areas and the cost to maintain and upgrade them. We wanted to have a general idea of the costs moving forward. As you can see in that estimate, they recommended a total reconstruction of the high school parking lot at a cost of $491,622.00 in the year 2021. IAP's estimate for a 10-year upgrade plan was $3,065,604.00 for all of our paved areas. Of course, construction costs typically increase two to three percent a year.




I have linked the roof assessment that was completed by Tremco (https://www.tremcoinc.com/).  On the second last page of this assessment are the short and long-term recommendations to repair the middle and high school roofs.  Short term, to keep the high school and middle school dry this winter, is a cost between $20,000-$25,000. Long-term costs to repair the middle and high school roofs are an estimated $835,000.  This does not include any costs for the elementary schools. This is a separate fund that was started when the bonds were taken out to build the elementary schools. This money will run out in 2023, but of course, the buildings will also be paid off.   


Elementary Schools


On another note, the elementary schools, being roughly 15 years old now, are starting to have issues. Even though these buildings are in great condition, we have begun seeing system failures throughout the buildings. This is typical of school buildings that have heavy traffic and use.  As an example of this, we have a need to replace a water heating system in one of the buildings. This will be an estimated $38,000 expense.



Our facilities are aging and upkeep and maintenance can be costly.  The high school is now 64 years old. The middle school is roughly 53 years old, and the elementary schools are almost 15 years old. This is a large institution to maintain.  It is very different from maintaining a home. We have 1700 students and over 200 staff members that utilize our buildings during the school year. This does not even include the parents and visitors from other schools that place wear and tear on our facilities.    


Because of the issues above, there is a need to strategically plan on how we want to utilize our facilities and how much money do we want to invest in them.  With our enrollment decline, I believe we need to start planning for building use and different building scenarios. We also need to forecast into the future the timing of operating and permanent improvement levies, as well as receiving community input on these specific items.
